STEPP, a multi-disciplinary organization has been a leader of
emergency and environmental, as well as health and safety training
since the mid-1970s. Our focus is on
Safety, Training, Exercises,
Planning and Preparedness as well as developing facility Emergency
Operations Plans.
STEPP is focused on addressing all of our clients
needs. Complete client satisfaction is our priority.

STEPP is well qualified to work with organizations to conduct on-site
hazard/vulnerability assessments, environmental surveillance/audits,
and to design and deliver exercises and drills of all types. A specialty of
STEPP and its strategic partners is in designing exercises to assess
prior training to ensure the client receives lasting value for the time
and money invested. Client organizations that are interested in
customized programs to meet local needs are encouraged to contact
STEPP.

STEPP's Employee's

Zachery Head. Zach is the owner and CEO of The STEPP Group. He is a HazMat Technician as well as a Career
Firefighter/EMT with the Elwood FD. Zach brings to The STEPP Group a professional and customer oriented attitude.
He stresses complete customer satisfaction and prides himself on having the best instructors possible as employees.

Jamey Burrows.  Jamey is a NIMS, ICS, and HICS Instructor. He is a Career Firefighter / Paramedic with the Fishers FD
and serves as a Deputy Chief for the Chesterfield - Union Twp. Fire Department. Jamey also is a HazMat Specialist with
Indiana Task Force 1 (FEMA Urban Search and Rescue Team).

Jerry A. Nulliner. Jerry is Division Chief with the Fishers, Indiana Fire Department.  Division Chief of Hazardous
Materials, Emergency Management Director for Fishers, Accreditation Manager, and Quartermaster.  Previously, Chief
Nulliner served as the Fire Chief for the Sugar Creek Twp. Volunteer Fire Department in New Palestine, IN, where he
was a volunteer firefighter for 16 years, worked for the Indiana State Fire Marshal’s Office as a Hazardous Materials
Coordinator for 2 years and the Indiana State Police as a Motor Carrier Enforcement Officer for 10 years.  Chief Nulliner
has been in the fire service for over 30 years and the last 19 as a career member with the Fishers Fire Department.

Chief Nulliner earned an A.S. in Applied Fire Science.  Chief Nulliner is a 2001 graduate of the Executive Fire Officer
Program (EFO) at the National Fire Academy.  

Chief Nulliner is involved in Hazardous Materials locally and State wide serving in various capacities.  He currently serves
as one of four Hamilton County Hazardous Materials Task Force Coordinators, Chair for the District 5 Hazardous
Materials Training and Advisory Council as well as President for the Indiana Alliance of Hazardous Materials
Responders.  

Jason LeMaster. Jason received his undergraduate from Ball State University, majoring in Natural Resources,
Environmental Protection in 1993.  Jason has worked in the field of public health, since receiving his degree and is
currently employed by the Hamilton County Health Department as the Director of Environmental Health.  Jason
obtained his Registered Environmental Health Specialist certification in 1995 from the Indiana Board of Environmental
Health Specialist. He maintains competency certifications as a Certified Pool Operator, Lead Risk Assessor, and
Category 8 Pesticide Applicator.  

Jason is a CDP certified NIMS/ICS instructor and State of Indiana Fire Instructor. He is a Hazardous Materials Specialist
Level First Responder volunteering with the District 6 & Madison County Hazardous Materials Response Team since
1996 and currently serves as the Assistant Chief for the Frankton Volunteer Fire Department.

Tom Ecker.  Tom is a Professional Emergency Manager with 24 years of experience in all phases of Emergency
Management. He is an EMA staff member, Emergency Operation Center Manager, Tactical Response Director and Web
EOC coordinator He is also Chairman of the Madison County  Local Emergency Planning Commission (LEPC), Chairman
District 6 All Hazard Incident Management Team, and a member of ARRL / Madison County RACES organization.  He
holds certifications in Communications (License Amateur Radio Operator), EOC Management, GIS, Exercise Evaluator,
Web EOC train the trainer, NIMS, and HSEEP. Tom has instructed many emergency management courses. He brings a
strong emergency management perspective to the STEPP team.

Commission (IERC) approved provider.
